RADA WILL START PRODUCTIVE WORK SOON, PRESIDENT ASSURES
The work of the Verkhovna Rada (Parliament) of Ukraine will be unblocked in the nearest future, President Viktor Yushchenko told the Europe - Ukraine international forum in Kyiv Thursday. "We are convinced that Ukraine will have a working parliament one of these days, and the far-fetched circumstances under which the upper part of the confrontation was formed, will become a thing of the past," the head of state noted, expressing confidence that the parliament will return to productive work.

TENSION IN GAS TIES WITH RUSSIA PRESENTLY RELIEVED - YUSHCHENKO
President Viktor Yushchenko had a meting with First Vice-Prime Minister Oleksandr Turchynov Wednesday, who reported on the status of the Ukrainian side's debts to Russia for the natural gas supplied. The vice premier assured the head of state that as of February 26 evening Ukraine's gas company Naftogaz of Ukraine paid a total UAH 2,200,000,000 to the companies supplying gas to Ukraine. According to Naftogaz, the Ukrainian side has thus settled its 2007 debt completely, the president's press service told UKRINFORM.

SARMATIA ANNOUNCES TENDER TO COMPLETE ODESA-BRODY OIL PIPELINE
The Ukrainian-Polish concern Sarmatia set up to build the Odesa-Brody-Gdansk oil pipeline to supply Сaspian oil to the EU has announced a tender for conducting a feasibility study for the Eurasian Oil Transport Corridor. The cost of the study is estimated at under USD 2 M. The companies interested in the tender are to submit their applications before March 18, 2008. Experts maintain that the Odesa-Brody pipeline may begin operating in late 2011 if necessary volumes of Caspian oil are available

ITALIAN DIPLOMATS' ACCOUNTS OF FAMINES IN UKRAINE AND NORTH CAUCASUS IN 1932-33 PRESENTED IN BOOK
A joint publication of Ukrainian and Italian historians "Letters from Kharkiv. Famines in Ukraine and North Caucasus in the Italian Diplomats' Reports, 1932-1933" was presented at the National University "Kyiv-Mohyla Academy" dedicated to the 75th anniversary of the Holodomor Famine in Ukraine. According to the book's editor, professor of history at the University of Naples Andrea Graziosi, the book contains 58 reports dated from February 1930 to October 1934. They were discovered in the archives of the Italian Foreign Ministry 20 years ago and published as "Letters from Kharkiv" in 1989. The diplomats' accounts are unique, Mr. Graziosi said, since they reveal the truth about the Holodomor as masterminded by Stalin and his cohorts to suppress the Ukrainians' striving for their national statehood. According to the Italian historian, this gives ample grounds for recognizing the 1932-33 Holodomor as the genocide of the Ukrainian people.

GOVERNORS APPEAL TO PRESIDENT TO CHANGE PRINCIPLES OF BUDGETARY POLICY
Governors of regional administrations appealed to President Viktor Yushchenko to amend budgetary policy regulation. The letter was signed by all the governors. The governors stressed that financial flows need decentralization. The budgetary policy needs to be amended drastically. Regions lack in funds for development. They also noted that only 3 to 4% means are channeled for regional development form local budgets.

UKRAINE WILL REPAY 2007 GAS DEBTS TO RUSSIA IN FEW DAYS, TYMOSHENKO SAYS
Ukraine will fully settle its natural gas debt to Russia for 2007 in a few days, Ukrainian Prime Minister Yulia Tymoshenko announced having returned from Moscow. She says representatives of RosUkrEnergo and UkrGaz-Energo were present during her talks with the heads of OJSC Gazprom.

PRESIDENT CLAIMS AGAIN UKRAINE'S NATO ACCESSION POSES NO THREAT TO RUSSIA
President Viktor Yushchenko emphasizes that Ukraine's NATO accession poses no threat to Russia, he told in interview with the Russian newspaper "Vremia Novostey" in Moscow. Yushchenko believes that in that case the matter concerns the right of any country to choose in what way it is going to carry on its security policy by its own.

PRESIDENT YUSHCHENKO OFFERS TO DEFINE AND ENSURE FULL-FLEDGED STATUS OF UKRAINIAN PRESIDENT IN REDRAFTED CONSTITUTION
A fundamental law of Ukraine should ensure a full-fledged status of Head of the State, President Viktor Yushchenko told the first meeting of the National Constitutional Council, UKRINFORM correspondents reported. "It is of great importance to ensure a full-fledged status of a nationwide elected President, as a guarantor of national sovereignty and territorial integrity," Yushchenko stressed.

REDRAFTED CONSTITUTION SHOULD INCLUDE CHECK AND BALANCES IN POWER - PRESIDENT
President Viktor Yushchenko said he expects the National Constitutional Council will ensure well co-coordinated work, he told reporters in Dnipropetrovsk, the President's press-service informed. According to him, the goal of the Council's first meeting, slated for February 20, is to work out a working plan and present relevant documents. Amendments to the fundamental law will be proposed to the Parliament, President Yushchenko said emphasizing that he wants the Verkhovna Rada to be a constructive participant of the constitutional process.

UKRAINE READY TO ENSURE FOREIGN INVESTMENTS INFLOW EFFICIENTLY - PRESIDENT
Ukraine is ready today to ensure the foreign investments inflow efficiently, President Viktor Yushchenko told the 4th International Investors Conference in Kyiv. In 2008, Ukraine will propose one of the most contemporary privatization plans in Europe. President Yushchenko assured that Ukraine will sell no facility in 2008 on conditions designed for a particular buyer and all privatization processes will be in line with international standards. "I guarantee this," he stressed addressing businessmen.

UKRAINE, EU START FREE TRADE ZONE TALKS
Ukraine has started official negotiations with the European Union on the creation of a free trade zone, Ukrainian President Viktor Yushchenko and EU Trade Commissioner Peter Mandelson said after their meeting in Kyiv Monday. Particularly, Yushchenko said, while signing a three-year agreement with the European Union in 2005, Ukraine aimed at winning a free market economy country status, joining the World Trade Organization, starting work to sign the enhanced agreement with the EU, and forming a free trade zone with the Union. "I am pleased to say that three fourth of the plans came true. We are devoted to the process," the President said.
