PRESIDENT, PREMIER, SPEAKER DISCUSS VAT REFUND AND GOVERNMENT'S ACTIVITY IN PRIVATIZATION AREA

During a traditional meeting with Verkhovna Rada Speaker Arseniy Yatsenyuk and Prime Minister Yulia Tymoshenko, President Viktor Yushchenko discussed with them issues on VAT refund from the budget, using of bank papers in payment of value-added tax during the goods imports, as well as Government's activity in the field of privatization.
The President, in general, backing the idea to restrict using of the tax anticipation bills, expressed himself for making a detailed analysis of economic operations the encouragement of which was cancelled. Besides, according to President Yushchenko, the bank papers cancellation at the stage has no particular legal grounds and they were cancelled until the problems with untimely VAT refund were settled which led to the depletion of exporters current assets.
The Premier was criticized for delay in addressing the VAT refund problem and failure to submit amendments to the legislation on the improvement of VAT administration to the Parliament that had to be made till March 15.
The President stressed on the need to immediately harmonize Government's regulatory legal acts on privatization with a decision of the National Security and Defense Council of February 15, 2008. The decision put such spheres as fuel and energy, military and industrial, transport sector, housing and utilities infrastructure in the list of strategic economic sectors and obliged the Government to prevent from privatization of such enterprises until a program on the development of these sectors is approved.
