GOVERNORS APPEAL TO PRESIDENT TO CHANGE PRINCIPLES OF BUDGETARY POLICY
Governors of regional administrations appealed to President Viktor Yushchenko to amend budgetary policy regulation. The letter was signed by all the governors.
The governors stressed that financial flows need decentralization. The budgetary policy needs to be amended drastically. Regions lack in funds for development. They also noted that only 3 to 4% means are channeled for regional development form local budgets.
The governors insist 10% of the tax should be left in the region to proceed development.
In accordance with the Constitution, the president appoints heads of regional administrations.
