REDRAFTED CONSTITUTION SHOULD INCLUDE CHECK AND BALANCES IN POWER - PRESIDENT

President Viktor Yushchenko said he expects the National Constitutional Council will ensure well co-coordinated work, he told reporters in Dnipropetrovsk, the President's press-service informed.
According to him, the goal of the Council's first meeting, slated for February 20, is to work out a working plan and present relevant documents.
Amendments to the fundamental law will be proposed to the Parliament, President Yushchenko said emphasizing that he wants the Verkhovna Rada to be a constructive participant of the constitutional process.
At the same time, Head of the State said the All-Ukrainian referendum is of great importance as well.
Speaking about the need to conduct a constitutional reform, he reiterated that a long-lasting political crisis which had affected not only the Parliament, is caused by "imbalances of the constitutional process".
"In order to get rid of those political confrontations, conflicts, instability which characterize the Ukrainian parliament from time to time, and not just it, we should work hard to amend the Ukrainian Constitution," Yushchenko stressed adding that the redraft instrument should include checks and balances, and the Ukrainian power balance.
